The Graded Response Action Plan (GRAP) has been activated in the Delhi-NCR region as air quality deteriorates, authorities said Thursday. The four-stage framework triggers progressively stricter measures based on Air Quality Index levels, with Stage 1 engaging when the AQI crosses 200, Stage 2 at 300, Stage 3 at 400, and Stage 4 at 500.

Under Stage 1, two-wheelers without valid Pollution Under Control certificates are restricted, and traffic police have been deployed for enforcement across Delhi and NCR districts. Stage 2, activated when the AQI exceeds 300, imposes a ban on diesel vehicles over 10 years old. Stage 3, triggered at an AQI of 400, further limits four-wheelers based on fuel type and odd-even numbering. Stage 4, the most severe measure at an AQI of 500, prohibits construction and demolition activities and bans diesel generator sets.

The plan is enforced by the Delhi government and NCR authorities, with traffic police conducting checks to ensure compliance. Exemptions are provided for essential services, emergency vehicles, and specific categories of vehicles and workers. Authorities have urged residents to verify their vehicle's age and PUC status before commuting, as restrictions vary depending on the prevailing air quality level.

The GRAP mechanism, designed to combat severe air pollution in the national capital region, operates on a preventive basis, with measures escalating as the AQI worsens. The current activation follows consecutive days of poor air quality readings across the region.
